US Opens Dual Anti-Dumping And Countervailing Duty Probes On Chinese Goods; Duties Could Reach 300%
Oct 21, 2026
On October 20, 2026 (US Eastern Time), the US Department of Commerce announced two separate anti-dumping (AD) and countervailing duty (CVD) investigations targeting products from China.
The first investigation covers certain amine compounds from China. The alleged dumping margin ranges from 244.94% to 352.32%. The alleged subsidy rate exceeds the de minimis threshold of 2%.
The second investigation covers corrugated die-cut cardboard boxes from China, Malaysia, and Turkey. The alleged dumping margins are:
- China: 97.71% – 297.26%
- Malaysia: 83.72% – 116.58%
- Turkey: 51.27% – 92.81%
These figures represent the allegations, not the final duty rates that will actually be collected. They serve as an important reference. Past cases show final rates usually land below the alleged margins, though some companies still face the higher end or even the full rate.
Chinese exporters could face duties as high as 97.71%–352.32%.
Covered Product Scope:
●Certain amine compounds from China act as catalysts in the reaction between isocyanates and hydroxyl-containing substances such as polyols and water. They feed downstream industries including furniture, automotive, and building insulation. Examples include furniture foam, mattresses, car seats, headrests, spray foam insulation, refrigerator and pipe insulation, plus coatings, adhesives, sealants, and elastomers.
A key point: goods processed in a third country (blending, diluting, adding or removing components) still count as Chinese-origin if the mixture contains covered Chinese amine compounds.
These products typically fall under US HTSUS subheadings 2909.11.00.00, 2922.19.96.90, 2921.29.00.55, and 2934.99.90.01, and may also enter under 2921.21.00.00 and 3815.90.50.00.
US import data shows China-origin amine compounds at about $375 million in 2024 and $235 million in 2025. China supplies roughly 30% of the US market, making it a major import source.
●The corrugated die-cut cardboard boxes, commonly called pizza boxes, cover more than finished boxes. The scope also includes corrugated board cut blanks imported as flat sheets. About 95% of the investigated products are pizza boxes; the rest are side boxes, sandwich boxes, and food-service boxes.
Further processing in a third country (printing, coating, trimming, cutting, punching, assembly, folding, perforating) does not remove a product from scope if that processing occurs in the country of original manufacture.
These boxes typically fall under HTSUS subheading 4819.10.0020.
US import data shows China-origin corrugated die-cut boxes at about $13.94 million in 2024 and $8.37 million in 2025.
The US International Trade Commission (ITC) plans to issue a preliminary injury determination around November 13, 2026.
